include GPL + code sharing ?

Hey Folks,

I've gotten a decent point in my own "real work" where I spend a few
hours tonight on this also.  A couple of relatively minor questions:

- Ethan, you mentioned wanting this code under GPL v2 or later.  Where
  would we say/include this ?

- Do we have a place where we can put up our code for the others to
  critique ?  I have some web space on our web server where I can put
  up any code I write, and the traffic for this should be low enough
  that no one should raise any issues with it.  But what about a more
  long term place, once things start coming together ?
