test rig first cut

The attached tar file contains only files I have added or changed in libc.
I am unfamiliar with the Rules.make thingy. The new one in sysdeps/linux/ppc 
is probably incorrect/incomplete.

The crt stuff should probably go in to sysdeps/linux/ppc as well.

The prom type in libc/Makefile is now 
PROM_TYPE    := linux/$(ARCH)

and ARCH must be evaluated before this.

First test results: printf and friends seems to have trouble.
   printf("Hello, World..\n");
prints correctly.
   printf("A cube has %d sides\n", 6);
prints not six, but a very high number.
